Background:The role of Public Health Informatics Institute Director is to provide strategic leadership, expertise and direction to the Public Health Informatics Institute (PHII) in the areas of business development, public health informatics,, financial sustainability, and development of products and services. This position also supports the PHII team and collaborates with external partners and customers. This position directs the development & implementation of the departmental mission and vision and strategic initiatives of the PHII and includes providing overall leadership of the informatics and information technology staff assigned to the Child Health and Mortality Prevention Surveillance (CHAMPS) global surveillance data network. PHII has established a 23-year track record of providing services and products to public health agencies in the US and globally. PHII accomplishes the majority of its work through team-based projects. Teamwork requires knowledge of collaborative methods and a leadership style that fosters and nurtures the PHII team-based culture.
PRIMARY RESPONSIBILITIES
LEADERSHIP
Responsible for formulating the overall strategic initiatives of PHII
- Assures staff ownership of mission, organizational purpose and vision
- Guides continuous update to PHII strategic plan
- Involves all staff in activities that educate and inform their understanding of mission and directions
- Oversees development of long & short organizational goal/objectives
- Directs program staff toward meeting strategic business objectives
- Assesses agency strengths/needs, opportunities/barriers and develops strategic initiatives directed as meeting mission, financial saliency and meeting organization’s mission.
Guides PHII Organizational Culture
- Works with senior staff to articulate organizational cultural norms
- Works with the Task Force’s management to establish a work environment conducive to PHII’s growth and prosperity.
- Supports and refines project management culture, approaches, and skill development.
- Enhances the collaborative culture within the PHII and among other programs at the Task Force
Liaison with External Partners/Collaborators
- Represents the Public Health Informatics Institute at various meetings, conferences and with foundations and key stakeholders
- Maintains close communication and collaboration with other individuals, groups and organizations to ensure achievement of PHII’s goals/objectives
- Assess national trends and emerging policies to assure relevance of goals/objectives/strategies
- Consistently works to strengthen relationships with existing clients/partners
- Works closely with federal, state, & local agencies to identify emerging issues aligned with PHII’s mission/capabilities & expertise.
General Administrative Responsibilities of PHII
- Provides direct supervision to the Deputy Director, Assoc. Dir. for Informatics and the CHAMPS CIO. Also provides support to all business unit managers, supervisors and staff.
- Assures that appropriate and necessary PHII business systems are in place and functioning to meet organizational needs.
- Oversees operational functions including financial management systems, quality assurance, organizational development, communications, business development, new product development, customer service, performance management, & project management§ Oversees & directs development of programmatic activities
- Assures development, administration and compliance of programs policies & procedures in accordance with Task Force for Global Health organizational guidance, federal agencies and funders.
- Supports The Task Force as a program director through participation in various meetings and activities, as requested
Serve as Subject Matter Expert
- Participates in concept proposal and early project planning for major initiatives
- Prepares peer reviewed journal articles for publication in areas of expertise
- Provides internal and external consultation in areas of expertise
- Actively analyzes situations, meetings, presentation, current events, and other interactions to identify relevant information, potential gaps in knowledge and opportunities to contribute to the body of knowledge in areas of expertise.
BUSINESS DEVELOPMENT
PHII Program and new Project Development
- Owns the responsibility for building upon existing funding and for securing new project funding for PHII
- Provides thought leadership and creative energy to emerging problems that need PHII’s support and for developing new programmatic directions
- Speaks at forums that will elicit new customers
- Collaborates with federal, state and local public health agencies to define new project needs
- Collaborates with academic partners to define new opportunities
- Partners with private sector business(es)
- Develops vision and strategy to expand PHII’s services beyond the design phase to implementation and effectively penetrate the market by conceptualizing innovative public health informatics products and services
TECHNOLOGY
- Responsible for managing the CHAMPS CIO. In this role provides overall responsibility for assuring Task Force commitments to CHAMPS goals and provides leadership to the CHAMPS IT team.
- Oversees the CHAMPS global surveillance data network to ensure effective stewardship of this BMGF funded project
- Works closely with the CHAMPS CIO to effectively deliver on agreed upon objectives of the program.
- Maintains authoritative grasp of important informatics and IT trends and issues to assure that PHII has leadership credibility among public health informatics specialists and experts
- As required, serves as subject matter expert on PHII programs and accepts direction from project managers.
OTHER
Participates fully as a member of the Task Force for Global Health by contributing, assisting and participating in projects, activities, and initiatives as requested by Task Force management
TRAVEL:30-40% travel (domestic and international) may be required.
MINIMUM QUALIFICATIONS:
- MD, PhD, DPH, or Sci. D with experience in public health or related field or equivalent combination of experience, education, and training that includes a Master's degree.
- At least 10 years experience with public health information systems and systems engineering at the senior level
- At least 5 years of public health experience
- Proven track record in business development in a similar organization
- Experience building, leading, and maintaining a team environment at the senior level
- Excellent written and verbal communication skills
- Demonstrated ability to think conceptually, strategically, organizationally, and analytically while developing solutions and managing complex relationships and problems.
- Strong interpersonal, relationship building and partnering skills
- 10 years successful management and leadership experience to include the following: strategic planning, team building, program development and management, organizational development, and advocacy and fundraising for international health programs at the senior level.
- Understanding and experience collaborating and building partnerships, including working with federal agencies (e.g. CDC, national health departments), Ministries of Health in low to mid-income countries; foundations, NGOs, and private donors.
PREFERRED QUALIFICATIONS
- MPH or Masters’ degree with related public health experience
- Demonstrated experience in project management within an organization
